OOooooOhh tough situation. A normal Korean salon is NOT a good idea for bleaching, I’ve heard/seen a lot of horror stories from my friends, since the staff doesn’t know how to work with foreign hair and it gets destroyed. There are a few salons that have staff who trained or lived abroad and know how to do it properly…including using toner to keep your hair from turning orange, yay!
In Hongdae, Hair and Joy is my choice for bleaching (it’s in Seoul) and I went there to bleach my hair before I dyed it pink at home. Check out: http://hairandjoy.com
In Itaewon (also in Seoul) there are also several foreign hair salons but I personally have not been to them, you can google it to read various opinions.
I know you said you’re moving near Seoul, but sometimes “near” is actually really far away once you get here, so I would say bring a small supply of your own stuff until you get to know your area.
OH and don’t trust anyone’s opinion on bleaching at a Korean hair salon unless they have actually had their hair bleached at that salon and you can see the results.

When I came to Korea I had blonde hair. Long story short, I ended up with yellow hair and ended up having to go brunette. Definitely go to a hairstylist who has worked abroad! Another perk is they probably also speak English.
